Восстановление органов внутренних дел на освобожденной от немецко-фашистских захватчиков территории Белорусской ССР

Abstract

Рассматривается процесс восстановления органов внутренних дел на освобожденной от немецко-фашистских захватчиков территории Белорусской ССР в годы Великой Отечественной войны. Акцентируется внимание на заблаговременной подготовке к восстановлению органов внутренних дел (ОВД) – до начала освобождения временно оккупированных территорий Белоруссии. Анализируется процесс восстановления ОВД на освобожденной территории Белоруссии за короткий период времени (1943–1944 гг.). Подчеркивается ключевая роль НКВД Союза ССР и КП(б)Б (в последующем НКВД Белорусской ССР) в восстановлении органов внутренних дел на начальном этапе. Обосновывается предопределение функций структуры ОВД существовавшими в период Великой Отечественной войны вызовами и угрозами Советскому государству и ее изменения в зависимости от криминогенной обстановки в стране = In this article the process of restoration of internal affairs bodies on the territory of the BSSR liberated from the Nazi invaders during the Great Patriotic War is considered. The attention is focused on preliminary preparation for the restoration of internal affairs bodies – before the beginning of the liberation of the temporarily occupied territories of Belorussia. The process of restoration of internal affairs bodies on the liberated territory of Belorussia during a short period of time (1943–1944) is analyzed. The key role of the People’s Commissariat of Internal Affairs of the USSR and the Bolsheviks’ Communist Party of Belorussia (later the People’s Commissariat of Internal Affairs of the BSSR) in the restoration of internal affairs bodies at the initial stage is emphasized. The predetermination of the functions of the internal affairs structure by the challenges and threats the Soviet state faced during the Great Patriotic War and its changes depending on the crime situation in the country is justicied.
