О критериях оценки эффективности организационно-управленческой деятельности органов внутренних дел

Abstract

Описываются различные подходы к определению понятия и содержания оценки эффективности организационно-управленческой деятельности органов внутренних дел, ее соотношение и взаимосвязь с оценкой правоохранительной деятельности. Обосновывается вывод о том, что эффективность управления ОВД может рассматриваться как в достаточно широком (как результативность, действенность функционирования всей системы ОВД по достижению заданных целей), так и в более узком понимании (как эффективность деятельности руководителя и его аппарата по осуществлению управленческих функций). Выделяются базовые группы критериев оценки эффективности организационно-управленческой деятельности ОВД (построение аппарата управления, состояние и качество управленческого процесса, эффективность труда руководителя) и дается их содержательная характеристика. Проводится анализ текущего состояния ведомственного правового регулирования определения критериев и показателей эффективности управленческой деятельности ОВД, предлагаются меры по совершенствованию этого направления. = Various approaches to defining the concept and content of the evaluation of the effectiveness of organizational and management activities of internal affairs agencies, its relationship with the evaluation of law enforcement activities are considered. Conclusion that the management efficiency of internal affairs bodies can be understood in the broadest sense (as affectivity and efficiency of the functioning of the system of internal affairs agencies to achieve the target goals) as well as in the narrow sense (as efficiency of activity of the head and his administrative staff on implementation of administrative functions). Basic groups of criteria for evaluation of the effectiveness of organizational and management activities of internal affairs agencies (construction of the managing staff; the state and quality of the management process; efficiency of the head’s work) are distinguished and their content characteristics is given. The analysis of the current state of departmental legal regulation of determination of criteria and indicators of efficiency of management activities of the internal affairs bodies is carried out and measures to improve this area are proposed.
