Ассоциации Советов депутатов в Республике Беларусь: вопросы правового регулирования

Abstract

Рассматриваются вопросы законодательного закрепления и совершенствования ассоциаций Советов депутатов и Национальной ассоциации местных Советов депутатов. Анализируются положения законодательства о некоторых полномочиях, предоставленных органам местного самоуправления, их функциональной направленности и задачах. Обосновывается актуальность и значимость организации ассоциаций местных Советов депутатов для усовершенствования функционирования местного самоуправления на современном этапе. = The author establishes the fact of necessity and expediency of the legislative fixing and perfection of such institute, as an association of Advices of deputies and National association of local Advices of deputies. Analyzing the positions of legislation about some plenary powers given to the organs of local self-government, their functional orientation and tasks, accents attention on the state of the legal adjusting of associations of Advices of deputies in accordance with Constitution of Republic of Belarus. On the basis of analysis of normatively-legal acts in this area the author grounds actuality and meaningfulness of associations of local Advices of deputies for the improvement of functioning of local self-government on the modern stage. In the work are considered: organizational questions of activity of associations of Advices of deputies; possibility of collaboration with Council of co-operation of organs of local self-government at Advice of Republic of National collection of Republic of Belarus, financial-economic basis of associations. The analysis of the legislatively fixed tasks of associations of Advices is conducted in the aspect of possibility of their practical realization, and, where maybe, is made a suggestion on questions of perfection of legislation in this area.
