О практике противодействия экстремизму в исправительных учреждениях Федеральной службы исполнения наказаний России

Abstract

Рассматриваются актуальные вопросы противодействия экстремизму в исправительных учреждениях ФСИН России. Исследованы понятие и направления деятельности исправительных учреждений. Проведен анализ изымаемой литературы, внесенной в Федеральный список экстремистских материалов Минюста России, в исправительных учреждениях уголовно-исполнительной системы. Исследованы общие сведения о состоянии преступности в России, в том числе зарегистрированных преступлений экстремистской направленности и террористического характера. Приводится краткий обзор мероприятий, проводимых в исправительных учреждениях в рамках противодействия экстремизму. Акцентируется внимание на противодействии криминогенным процессам в обществе, возникающим на почве экстремизма, профилактике правонарушений экстремистской направленности; выявлении и анализе причин и условий, способствующих совершению правонарушений экстремистской направленности, принятии мер по их устранению; установлении и пресечении фактов приготовления и покушения на преступление, совершаемых на почве экстремизма. Предлагается разработка и принятие комплексного нормативного правового акта, регламентирующего порядок работы подразделений ФСИН России по борьбе с экстремизмом. = The article discusses current issues of countering extremism in correctional institutions of the Federal Penitentiary Service of Russia. The concept and directions of activity of correctional institutions are investigated. The analysis of the seized literature included in the Federal List of Extremist Materials of the Ministry of Justice of Russia in correctional institutions of the penal system is carried out. The general information on the state of crime in Russia, including recorded crimes of an extremist orientation and a terrorist nature, is investigated. The paper presents the activities that are carried out by correctional institutions in the framework of countering extremism. At the same time, the author raises a number of problems and suggests ways to solve them. In particular, in order to effectively organize the activities of the units of the penitentiary system to combat extremism, it is recommended that attention be paid to the following areas: counteraction to criminal processes in society that arise on the basis of extremism, prevention of extremist offenses; identifying and analyzing the causes and conditions conducive to the commission of offenses of an extremist orientation, taking measures to eliminate them; the establishment and suppression of the facts of preparation and attempted crime committed on the basis of extremism. It is proposed the development and adoption of a comprehensive regulatory legal act regulating the work of the FSIN of Russia to combat extremism.
