Подготовка, финансирование и реализация белорусско-российской программы «Обустройство границ» в 1996–2001 гг.

Abstract

Рассматривается процесс становления сотрудничества Беларуси и России в вопросах, связанных с охраной Государственной границы Республики Беларусь = The article examines the process of establishing cooperation between Belarus and Russia in matters related to the protection of the State Border of the Republic of Belarus. The preparation, financing and results of the first Bela-Russian-Russian program «Improvement of borders», aimed at creating border infrastructure in the Baltic direction in 1996–2001, are analyzed. The complex process of implementing the program in the conditions of the financial and political crisis in Russia in 1998–1999 is shown, which led to a reduction in financing of capital construction projects, engineering equipment and communication lines on the Belarusian border with the Republics of Lithuania and Latvia. It is concluded that, despite the difficulties, the basis of a new infrastructure of the border troops of the Republic of Belarus in the Baltic direction was created by 2002. All this contributed to an increase in the reliability of protection of the external border of the Union of Belarus and Russia (the Union State) and a decrease in the crime situation in border areas.
