Предупреждение проникновения коррупции в структуры государственной власти и органы местного самоуправления

Abstract

Анализируется действующая система мер противодействия коррупции в обществе. Акцентируется внимание на негативный, социальный и правовой аспекты данного явления с позиции реализации мер, предусмотренных Программой по борьбе с преступностью и коррупцией на 2020–2022 годы. Детально рассматриваются отдельные позиции антикоррупционного обучения (повышение квалификации, переподготовка) с позиции предупреждения преступности на общесоциальном уровне профилактики. Приводится действующая система получения антикоррупционных знаний и возможность ее трансформации в онлайн-среду. Изучается и анализируется опыт зарубежных стран в исследуемой области. Выносится предложение по формированию антикоррупционной устойчивости изучаемой категории лиц. Выносится предложение по электронному обучению посредством соответствующей образовательной платформы. = The article highlights the current system of anti-corruption measures in society as a negative, social and legal phenomenon from the standpoint of the implementation of measures planned in the Program to combat crime and corruption for 2020–2022. The author reveals certain positions of anti-corruption education (advanced training, retraining) from the perspective of crime prevention at the general social level of prevention. The current system for obtaining anti-corruption knowledge and the possibility of its transformation into an online environment are presented. Given the current focus of the Belarusian society on digitalization of all spheres of life, it is possible to transform the established forms and methods of obtaining knowledge through electronic resources. The author cites the experience of foreign countries and proposes innovations regarding the formation of anti-corruption resistance, while also referring to the possibilities of e-learning through an appropriate educational platform. The information presented in the article can be useful to the teaching staff of educational institutions of various profiles in the framework of the exchange of experience and coordination of the main directions of improving the educational process.
