Совершенствование организационной структуры органов внутренних дел в целях повышения эффективности реализации их миссии

Abstract

Проводится содержательный анализ организационной структуры функционирования органов внутренних дел, показано ее соотношение с иными компонентами системы управления органами внутренних дел (человеческие ресурсы, технологии и их взаимообусловленность). Обосновывается потребность в трансформации организационной структуры органов внутренних дел в связи с изменениями в объеме и характере решаемых задач и осуществляемых функций. При этом наглядно обосновывается, что структура должна быть гибкой, адаптивной к окружающей среде, изменяться как в зависимости от функций, нормативно возложенных на систему, так и вследствие появления новых, требующих организационноструктурного обеспечения. Предлагаются конкретные административно-правовые меры по дальнейшему совершенствованию организационно-структурного построения = The article provides a meaningful analysis of the organizational structure of the functioning of the internal affairs bodies, shows its relationship and interdependence with other components of the internal affairs bodies management system: human resources, technologies and their interdependence. The need for the transformation of the organizational structure of the internal affairs bodies in connection with changes in the volume and nature of the tasks to be solved and the functions performed is grounded. At the same time, it is clear that the structure should be flexible, adaptive to the environment, change both depending on the functions that are normatively assigned to the system, and as a result of the emergence of new ones that require organizational and structural support. Specific administrative and legal measures are proposed to further improvement of the organizational structure.
